Nope, not big brother but rather the EPA. (Thats his little brother I think..) 
The reason for this is because freon is soposed to be the biggest reason that 
the ozone is dissapearing ect. Its not environmentally friendly and therefore, 
they require that the stuff be removed from the car. Besides, at $40 a pound, 
whats the point of putting it back in the A/C if its just gonna leak? 

Also, I dont subscribe to the "depeleting o-zone" theory or the "greenhouse 
effect". If it were true, explain why we had 2 of the coldest winters in 
history? Anyways, whatever.
