Just to add to this a bit, if the freon is low it won't circulate the 
lubricant (oil) throughout the system as well, damaging the 
compressor.  That's the reason for the low pressure cutoff switch.  
If the guy who jumped the compressor has visually confirmed through 
the sight glass that the system is indeed full, he should have no 
problem.  An alternate method is to check the air temp from the A/C 
vents.  If it's about 32 degrees colder than the outside air temp, 
the system is working about right.
