Neuspeed is the only way to go when it comes to swaybars, in my book.
I've yet to hear of a Neuspeed bar failing (other than a few heim joints
breaking but they're a serviceable item that SHOULD get replaced when
they get bad.)
That should serve you well.

That's fine too. BFG or Kuhmo is fine too. Hoosiers are damn good but
expensive and Don't last. in your first year, you should go with what's
cheap and first learn to drive the car and chew up cheap tires. That's
what I did. mounted old used autox tires on my car and abused them even
more.

That's a definite, MUST DO.

If it is the same size as the stock steering wheel, it would be
considered a "Comfort item" and will be allowed. (I believe.) ooh wait
13.2E states:

"For cars designated model year 1990 and earlier alternate steering
wheels are allowed providing the outside diameter is not changed by more
than one inch from standard size, except that steering wheels with an
integral airbag may not be exchanged."

I had to look at the book. So, there it is. FWIW.

Id like to add to your list of things to do before spring, if I may:

6. Complete brake overhaul. IE, Get a set of Ferodo pads for the front,
stock pads for the rear.  get new or have your rotors turned. Change the
fluid to Castrol GTLMA. 
That right there will help alot with a heavy car on the autox course.
Especially in the heat of the summer months. Don't just do 2 wheels, do
all 4!

7. Get a set of harness belts. Schroth or the like. You can do a poor
mans harness system by rolling your seat back in a reclined position and
then jerking on the belt, forcing the inertia reel to lock then rolling
up the seat until your snugly fastened in the seat. Worked for me for a
couple years without any problem. I just like the
easability/adjustability of the harness. Maybe this is more of a luxury
item at this point. 

8. HAVE FUN!!!! Meet some people and basically enjoy yourself. That's
mainly what its all about. We have a little group of VW owners that
regularly show up and pit together. Its alot of fun. 

This is MY view on what some of your goals should be. Im sure others wont
agree with me, That's fine. Comming up will start my 5th year of autoxing
and That's what i've learned in my first 4 years.
