The ban on Freon is supposed to be global - at least that's what the treaty
the US and about everone else signed that caused the ban keep saying. I
understand some Third World countries are supposed to be making it or are
allowed to use it for a few more years - and there is a black market in the
stuff.

Rest easy - it will only get worse - I read they are going to ban even more
refrigerants in the next few years - even some 'HCFC's that are now legal...
