steering rack boots?

On my 16v I just replaced my power steering rack. When I installed it I
made sure that it was centered before I hooked up the tie-rods. Then, I
had it aligned the next day. The problem is that when I turn sharp to
the right it pulls the drivers side inner tie-rod to steering rack boot
off when on the other side the boot is already ripped. I'm thinking about
bending the heat shield on the passenger side out of the way of the boot,
but what about the other side?

I took it to a "real" mechanic that has VW experience for a second
opinion...he said everything was fine and the only thing that he could
see really wrong was that the boots were to short. Could this be true?
When I ordered the rack it already had the tie-rods minus the ends
mounted on the rack. Also, do most A1's use the same steering rack
except for the obvious of power or non-power and manual trans. or auto
trans.
