No, all it includes is the 3 hole panel! Its something like $24.95.
Gauges and batteries sold separately!

Well, easy is if you know some basic wiring, can follow instructions and
have a tool to cut plastic on funny angles. (Dremmel tool works great if
you have one. If not, its a good excuse to buy one!) It completely gets
rid of the ashtray which was fine by me, non smoker and all. So if you
are attached to having one, you may want to reconsider this mod. 
All you do is cut out the back of the ashtray panel to allow for the
wires to pass through. No need to hack the entire thing up. That way if
you decide to start smoking or decide to keep the cluster when you get
rid of the car you can simply slide the ashtray back into its old place.

You should install the senders first, then run the wires into the car at
or near the gauge locations. When you buy the VDO gauges, you will need
to also buy the senders that go with them. For my oil pressure sender, I
simply mounted it into the back of the head (facing the tranny) where
there was a port cap waiting for my sender to be installed.

For the water temp gauge, I simply mixed and matched the coolant heater
housings which had the sensors in them already from my old 1.7L and my
1.8L swap. This allowed me to retain my stock water temp gauge and idiot
light as well as have a 80-300 deg water temp gauge.
It takes a few hours to get everything wired in and working right. I
think I spent more time figuring out how to wire in the panel lights to
the gauges than anything.
