The washer could be the type to have a raised center.  It you put it on
wrong, it could have not exerted enough pressure to retain the clip.  Ideas?

The real question is, is this block high-compression or no.  I don't
remember if you said so in your original post or not.  If it is, you will
need the knock-sensing ignition.  The HC engine is 10.5 to 1 compression,
whereas the other is 8.5 to 1 ( I think ).  The benenfits of having a HC
engine would never be reached w/o the knock sensor, as you would ping every
time you would step on the gas, even with no advance.  I have this engine in
my '84 GTi, and I have compared the acceleration rates to the low
compression I had before.  BIG difference, and worth every penny. :)  I
recommend 91 Oct for all HC engines, as they function better with it.  I
hope you aren't considering a Weber carb though.  I have driven an early
('76) Scirocco with one, and a four speed.  Very quick, but the thing is
badly made.  It kept losing the screws that held the carburator together
becuase of vibration.  Didn't run well like this.  :)  
FI is the only way to go again on the HC motor.  Not easy to install, but
fairly trouble-free w/proper maintenance.
