Well I would say you were right in asuming it was a relay.  I know the
upshift light is worked by a relay only.  Do you know which one it is?  I
think it's number 4 but I cant remember and I dont have my Bently handy.  Im
doing some work on my 16v at the moment.  
Also does the horn work at all when the wheel is turned at any point?  If so
then check the connection between the wheel and steering column.  Check the
wires connected to the horn buttons inside the wheel, the fuse panel
connections and then the connections at the horn.  These are the only
interuptions int the horn wiring that I know of.  As to the Compressor not
working I dont know much.  Maybe they are all related?  Good luck,
