Crushed Cars for Illegal Street racing

My thoughts are you should be forced to return the car
to 'stock' or normal operating condition (w/ some sort
of penalty of course), but if they capture it you
should be compensated for the value.

What they are doing is widening a rift between
nominally upstanding citizens and 'law & order' types.
Ruling by terror and fear don't work.

btw- Why are they accusing these drivers of illegal
racing when they were pulled over for minor
infractions? Judge, Jury & Executioner by the side of
the road- One Stop Shopping.
