rocco still not starting-advice please?



hey all,

i have an 85 scirocco i got this summer that i've been
trying to get  up and running.  i'll try to make a
long story short:  i had regrounded everything with
thicker gauge wire, changed the starter, cap and
rotor, and ignition coil.  i had spark and i know the
motor wasn't seized up because i was able to crank it
manually.  oiled up the cylinders for that eventual
start but all it did was turn over at a regular speed.
 it would never start. 

started checking for fuel issues.  fuel pump relay was
good, transfer and main pumps were bad.  ordered those
and swapped them in today.  now both pumps are buzzing
and i hold my breath and turn the key.  nothing!

the only thing i've done while waiting for the pumps
to arrive was unplug the ignition control unit box and
meter the contacts.
if before i was getting the car to turn over why is it
doing nothing now when i turn the key?  the battery is
charged.  i jumpstarted just in case.  thought for
sure my problems would be solved after switching the
pumps but it seems like i've taken 2 steps back now.

any advice would be greatly appreciated.
