Sounds like you have low pressure, sure.

Maybe you might crack the feed line into the main pump
to check for scale and rust- it might get you a few
more miles or at least a better diagnosis.

Also, check with your FLAPS, they sometimes have this
'loan a tool' program, maybe you can verify your fuel
pressure yourself.

And then there is the fun stuff like checking how much
voltage actually gets back to the pump. Freezing temps
you say?
