An 82 aught to have the same Heater Control Valve the
early types have.

Have a friend work the heater Control from Cold to Hot
and back while you watch in the engine bay for the
cable and the valve working.

If it hits the stop (or gets _real_ close_) then the
likely problem is a worn/leaky heater control valve.
(Note: They have a tapered hole inside with a slight
dribble likely to be always flowing through it. Just a
little bit.) 

Later coolant/heater systems use an 'Always ON' type
and regulate Heat with a flap that opens to allow
heated air to flow over the exchanger. Early ones
actualy regulate hot coolant through said exhanger
so... Check it out!
