Lockup advice?

OK - the '88 16v I'm getting has been sitting for about 5 months.   
Won't roll in neutral.  Right rear wheel is the one skidding when we  
push the car.  Tried spraying WD-40-ish stuff on the right brake disk/ 
caliper, still no luck.  Any ideas?  I'm not going to finish paying  
for the car until this is resolved, naturally...

I disengaged the e-brake cabling just in case that was the cause.
