These bolts are very commonly in the state you found yours, or
rust-welded...  Here's my one word piece of advice when encountering
this problem:

Sawzall...

I have HUGE respect/admiration for this tool...  If I ever lost a
hand, (no offense to any handless among us!) I'd get one grafted onto
my arm...  :D
