[OT] problems w/a PA title?

They do that shit so that they can stick to thelittle guy with the insurance company getting revenues from a car being insured.....Which state are you on? I would think that if you are registering the car on another state than I doesn't matter, now if you are in PA then It maybe something along the lines of needing to have a car insured and registered as to not having an "illegal" car on the road.  
 
Some time ago in NC I had to show that one of my cars (a Fox Wagon) had not moved in months. I think I missed my re-tagging/registering the car and when I went to do it they asked for a repair bill, or receipt showing the cars milliage and the current odometor reading. A way to say here is what it was then and now and it hasent moved since, Type of thing...... I had the reciepts and the fine was lifted and all was good with the world.

I dont know what else to say, but I think you should be good in an out of state transaction, Otherwise your car was broken, stored or in a shop awaiting repairs until you could register.
 
Sometimes shops take that long even from March until now to find parts and repair an old car....Ya know?
