chronic intermediate shaft seal failure

a few weeks ago, the little keyway on the intermediate gear shaft sheared off and took ou the seal with it, producing a good size oil leak.  Well I replaced the seal, put everything back together again, and it still leaked at the exact same spot.  So, I replaced the seal again today, and it is still leaking in the same spot.  

Am I missing something here, or could the seal carrier be bad?  It is actually leaking along the outside edge of the seal where it contacts the seal carrier, not the inside edge that seals on the shaft.

oh, motor is a 1.8l 16v
