Start Q's

The cold weather sent to us by our freinds in the GWN has made my car hard
to start (-8 this morning). 1 to 2 rotations and it seems like it wants to
start, but does not.
I changed the fuel filter and got a new battery this weekend.
I have the timing set to about 6 deg. Should I back it off a bit in the col
weather to make starting easier?
