I don't think many gas stations actually neglect their water problems 
unless they are total ghetto but the crap that plugs a fuel filter and 
the media (paper) attracts water and holds it so when the temps go 
sub-freezing, this clot of evil conspires to prevent fuel reaching the 
engine.  In addition, this theory can be easily tested with a hair 
dryer, electric blanket, new filter, or oxy-acetylene torch*.

*DO NOT use torch.
