[16v] hard start, bucking/bogging off idle

I hadn't thought of it as his problem since I'm more worried about "jello"
in the winter. My gassers sleep through the snow, but I always fill them
so there's less chance of condensation to rust the tank. Anyone know how
gas stations vent their tanks? If it's from outside air, (I'd assume it
is) that would be a potential moisture source as temperature drops.
