I just went through my fuel system.  I had discovered some rust in the
fuel filter (carb car w/ type 1 inline filter) and thought it was the
tank.  Dropped the rear axle and pulled the tank, only to see it was
fine.  The source of the rust was the filler pipe, which you *should*
be able to remove without pulling the tank.  One bolt in the fender
well, two screws near the gas cap and loosen the big hose clamp on the
hose between the filler and the tank (after you drain it of course). I
contemplated a replacement, but figured that would be a long shot
getting the part and/or cost mega bucks (which you confirm).

Took it to the local "gas tank renu" shop and they blasted and sealed
the inside of my filler pipe for 30 bucks.  This is also supposed to
take care of pin-hole leaks in tanks, etc. so it might work for you if
the hole is not too big.  The Por-15 treatment (starter kit about 18
bucks) is also supposed to cure pin-hole leaks if you want to DIY.

If the leak is big or the filler is about to self destruct from rust,
you might find one in the boneyard and treat it.  I read a number of
references to filler pipe rust problems with watercooled cars, so I
wouldn't re-install anything but new or reconditioned.  Rust in the
fuel is nothing but trouble.
