Legal options on gas tank recall



I have been through the whole tank deal with VW America and the
stealerships....what a joke.....also my car has already had the recall done
in 1991....the tank is leaking again...I can't get the rear camber set on my
car wheels because of the leak and potential fire when the heat is added to
the adjusting bolts....I have sourced a new replacement tank for reasonable
cash...the work on putting it in is what is scaring me...and you say that
the job can be done at home?  would I need to get a new sending unit for
this replacement tank if I were to buy it?
