Odd cooling problem

Once the water pump stops the engine is a 'hot spot' leading to
localized boiling of the coolant. 

The only source of cooling at this point (with the pump not turning) is
convection (hot things rising) so without coolant flow there is an
increase in system pressure.

It is likely a new cap would contain it (up to 15 psi).
