Odd cooling problem

That's what I was thinking and hoping the problem is.  But can someone get 
technical with me and explain why it will only spill out after I turn off the 
engine?  If the cap is faulty why wouldn't it lose coolant while the engine is 
running?  The fan stays on high speed after I shut the engine off so the fan is 
running when the coolant comes out.  Thanks again.
