[mk2] fuel tank down, now fuel pump issue

  finally got my fuel tank swapped (many thanx to mr. toomasson for the replacement). everything was straight forward, though i found my fuel pump bracket to be more fragile than wet cardboard. at any rate, everything was finished being installed late last night and i didn't have time to throw any gas into the tank. i had to turn the key on to unlock the steering and now have no sound from the fuel and transfer pumps. they were both working prior to tank replacement and they were known good. relay wasn't flaky prior to tank replacement either. does the tank have to have fuel in it for either pump to function, sort of a safety feature so the pumps don't burn themselves out? any help would be appreciated. thanx.
