Restrictor

The restrictor is there to get enough ported vacuum to operate the EGR stuff
IIRC.
It can be removed by pulling or drilling out the small brass vacuum port on
the back of the TB. That's all that holds it in.
I don't remember a noticable power boost after removing it from my 79 back
around 1980 or so.
But, at this stage I imagine the EGR isn't doing anything for you so I'd
remove the restrictor. Little bit better off the line throttle response.
