Rick,
my guess is that its got a bad o2 sensor or a bad dpr. ...or your meter is
bad.
p.s. when you first turn ignition on, it should be something other than 0ma.
also, after starting it should go to something like 60ma, it will then
settle out as the engine+o2 sensor warms up. if it settles all the way to 0,
you're way off, either due to misadjustment or bad o2.
