Chris, welcome to the list;

possibilities:
cold start valve stuck open (or thermo time switch stuck closed).
fuel pressure regulator spring broken (raises pressure).
fuel return line blocked.
control pressure regulator failed (same effect as fuel pressure regulator).

also, ignition can cause this, if the fuel mixture isnt burning completely,
it can cause a fuel smell and give similar symptoms.

my advice: get the rocco, and the caddy (truck), and spend another $30 on a
good bentley manual for the scirocco (which indirectly covers the truck).
the bentley has procedures to test all of the systems/parts i mentioned.
