A quick word on deer whistles

A friend of mine some years back had hit one with his wife's Rabbit
Convertible (Insurance Co. actually fixed it??), and shortly after he hit
another with his Jeep (Insurance Co. dropped him after that), he then put
those type devices on and they seemed to work for him for the next few years

a joke, I don't know anything about them or where they came from, only that
they left me saying Holy Shit! I'm just glad he wasn't diving a Rocco...
