Making a lightened flywheel



Machining off the outer ring should be a piece of cake for somebody
familiar with a lathe.
As far as balancing, I'd think dynamic would be required i.e. NOT a
bubble balancer. OTOH having an automotive machine shop balance it for
you after machining should be cheap and effective.
