just bench tested my blower motor and....

If your running a factory 16v car, check the fuse panel.  There is a =
fuse on the right hand side of the panel that is high up on the panel.  =
I was having the same prob, all speeds but #4 worked.  In my =
frustration, I squeezed myself under the dash and spotted a fuse that I =
hadn't been able to see before, pulled it, it was blown, replaced and =
figured I'd give the #4 speed a shot just for shit's and  grins, the fan =
came alive.  This was after I had replaced many other fuses, relays and =
the speed selector switch twice.  Damn germens hiding things!  This is =
on a stock 88 16v with factory A/C.  If you've got the same thing and =
haven't tried this already, give it a shot.
