Of course it could be the distributor. It could also be a muffler bearing.
No seriously, I doubt that the distributor works differently when cranking
versus running. However I am not an expert regarding this distributor (ask
me about an 009 and I'll be positive). The distributor may get its primary
power from another source while cranking but the thing is just not complex
enough to act differently when cranking.

Good luck and please don't offend those folks if you can avoid it. It sounds
like you haven't many options short of doing it yourself.
