The lifters are pressurized by oil, they are supposed to hold pressure, but
as they get older they don't, leading to ticking on startup.
This ticking should go away quickly, as the pressure gets to the lifters.
If they are worn enough then they don't hold pressure at all. Power suffers
as the valves are not fully lifted.

It could also be, and this is more common IME, that they are not properly
pressurized due to blocked passageways.

Before rushing out to buy new lifters, try using "Gunk Engine Flush"
available at your FLAPS. Has worked for me many times.

Pour in the whole can before an oil change, let the car idle for 5 minutes,
then change oil and filter as usual. Costs just $2.59
