Jeff, your Fan maybe OK. If the Thermostat in the bottom of the Rad
isn't getting Hot Water then it wont open, neither it nor the Thermo
Switch controlling the fan can be faulted if there is air in the block.

Pull the Upper rad hose and be sure to pour coolant down from above into
the motor.
