[List Admin] Down time tomorrow (7/18)

The mailing list server machine is being moved again, and it's IP address will
be changing.  There will be at least 12 hours of downtime tomorrow starting
at 8am.  Hopefully things will be cleared up by Saturday morning, DNS issues
will still be fixing themselves until probably Sunday.
