removed A/C - Waterpump pulley

Standard Scirocco 16v motor removed A/C and P/S.
I am using the inner pulley on my water pump with the crank and the alt w/
the longer pulley.  They line up very close but the problem is that the
Outer pulley is the one that drives the water pump.  No matter how tight the
6mm allen bolts are, the inner one still turns but not the outer...meaning
no water pumping.
I have seen posts that say they have had the two spot welded together.  Any
other way?  Maybe a flat ring like shim that could transfer pressure from
the other pulley?
