'84 special edition Scirocco sold only in CA?

I went to look at a black one in the St. Louis area by when I first was
going to get a scirocco. It was an 85 8v with a 16v bodykit from the
factory on it. The guy said it was a wolfsburg edition. He also said the
guys with 16v's wanted race him all the time and all he could do was get
smoked.
