OK, again, taking the selfishness out of it, he did nothing wrong and
since it was raining (of sorts) the priority calls go to accidents
involving injuries. You should know that since it was a little wet, CHP
would be everywhere dealing with nondriving dumbfuckers. No injuries?
Then you have the option to make a report later. 

Im not saying (or never said) that him taking a report at the scene was
bad or wrong. You obviously benefited greatly from it. In most cases,
doesnt need to be taken at the scene of the crime. THIS IS WHAT CHP WORKS
FROM. I dont set the rules of engagement, ive just been telling you how
they opperate.
