That's if they can't prove you were driving-
so the key would have to be out, and the driver would have to be out of the
car.....foot on brake made him stand out like a sore thumb.

  That's pretty close to "over-zealous" enforcement since, technically, you
are not subject to traffic violations when you are on private property.  (or
so I've been told by the po-leece)
