Can't get enough negative camber...

  Yours sounds like a classic case of a non-level floor.
If your floor is off perfect level by only 1 degree (and that is not much),
it will make the gravity-powered measurements off by -1degree on one side of
the car and off by +1 degree on the other side.
 Here's how you might be able to get around this:  with the hood up, lay a
straight edge...it must be straight... across the tops of the fenders.  Use
your angle finder to measure the angle at which the car is sitting.  You
will then add this angle to the camber angle on one side of the car,
subtract this angle from the other side to give true camber for each wheel.
HTH.
ps. You still may need to get Potter's bolts.....:)
