The ticket is for Equipment violation.  Virginia law section 46.2-1049.
Defective Exhaust. 

$30.00 Equipment violation (each charge)
$28.00 Processing fee
 $2.00 Other fees (per charge) 


Since I don't have a cat on, that is a equipment violation.  I'm not
trying to prove any point.   I just don't want to waste a half day in
court.  I will look into what the noise levels can be for a car in
Virginia.
