Yeah, agreed, BUT...why weld?  If it's strong enough bolted, then WHY
weld it? Does the existing method of attachment have deficiencies that
welding will overcome?  None that I know of.

Plus, you raise new issues...effects on paint, possibility of cracking
due to the lack of freedom of motion and the stresses you just induced,
it's permanence (working around the installed bar is a true PITA). 

Over-execution is the same as over-engineering...a waste of time and
money...and often provides worse solutions...such as this one, IMO.
