shady(?) ebay item

I found this short shifter on ebay: http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&category=33736&item=1874343861&rd=1

Something doesn't seem right though. There are only 2 pieces and the buyer says it's 'modified'. Plus, there's no company name given which is unusual. Can anyone tell me what piece is missing from the usual 3-piece kits and can anyone spot the modification? I don't really know what they're supposed to look like.
