OT, another '97 question-this time a possible locked up radio.

So my sister's GTI is fine now, but the stereo isn't working.  Was fine before
the ignition switch problem and now it doesn't do anything.  When it gets power
disconnected it displays "SAFE" on the screen and then you follow the procedure
to enter the code.  Problem is it not displaying safe, but it is getting 
power because
the little red anti theft light blinks and the changer has power(which 
comes from the
head unit).  I figured I would ask all of you first before I have her call 
the dealer.  BTW
if it matters it's the clarion built radio.
