Start Up Problem / Question

When I start up my '87 16V, 1.8L CIS-E it does a few things and I was
hoping some one could explain what is actually going on. I'm not saying
that most of it is wrong, in fact it might be normal, but there is a
problem related to it.... Here it goes.

When the engine is warm I crank it over a couple of times, I should note
that it starts instantly cold but harder warm, and the idle is a bit rough
and the battery light stays on. The volt gauge displays a voltage which
indicates that the battery is not being charged. The motor's rough idle
goes away if I rev the engine above 2K... Interestingly the voltage also
jumps up to the normal charging level.

By rough idle I mean that the idle is low, well below spec.and bumpy like
the whole system is set wrong... sputters, coughs, bogs.... not pleasant
but goes away after a quick rev.

Is this normal? How do I get the beast to idle right on warm starts without
having to blip the throttle?

Stock Cams, new pressure regulator, fuel filter, air filter, fuel
accumulator, plugs and distributor with new cap & rotor... My 8V had the
same problem.
