If I'm not mistaken, what you are refering to are also called "Rabit
Egg's" as they were commonly found attached to the hoos on the VW
rabits.  It's a system that helps control barometric pressure (bar
gage's are in some cars) in high altitudes so that you car doesn't load
up or lean out on the fule mixture.

As for removing them, well, I don't know what your location is or how
often you go up into any mountains, but most things on the car is ment
to be there, and I've left them on my rocco if for nothing else then I
don't feel like spending the time to remove them.  Though someone else
on the list may know if they effect other systems.
