sticking throttle

On my 88 16v, whenever i give it enough gas that it opens up the secondary butterfly valve in the TB, It doesn't like to return all the way to the closed position.  This causes the car to suck air and idle at like 3000rpms.  At this point i have to get out of the car and return the lever on top of the throttle bottle to the fully closed position by hand.  What has casued this to start sticking slighty open and not return all the way to the closed position, and how do i fix it?  TIA
