OOPS. 
Well. not really. Ive seen coolant passages so clogged up that only a
trip to the hot tank would clear them out fully. You can sometimes flush
and flush a system and the only thing that comes out is the tippy toppy
surface debris from inside. Some of that stuff is so caked and well
bonded that ive resorted to taking a screwdriver to the stuff to get it
broken loose and only then would a hot tank treatment of the block fully
clear out the passages. 
It just depends on how bad the block is to begin with. Could be that his
problems are nothing like what I describe and his only problem is one of
the electric positron fluctuation of their polarity flow is way beyond
wack. You know, sez its hot but it really aint. Could be.
