I'd say drive it with a drift and hammer if possible.  Not so much to drive
it out (would be cool if you could), but to shock the bolt/mount rusting and
possibly separate them.

What we are saying is in the center of that rubber piece is a steel bushing
made in the mount.. your bolt is rusted to this piece, you need to get on it
with a pair of vice grips so you can work the bolt loose inside of it...
making sense now?
