It sounds as if your electrons are far and few in the instrument cluster
(at least). I wonder if age has induced a volage drop that is cumulative
over the whole system to the point of your trouble. 

If you start the car up and measure accros the battery terminals, what
voltage do you get? If you measure accross the fuse terminals in the
interior, what then is the voltage? 

Annecdotale evidence (out of many): 85/6 A2 GTI w/ MFA, pushing button
on stallk failed to get any change of function. After a reconditioning
job with the battery posts and other misc contacts the thing became
lively and worked as advertized. Difference was night and day- At one
point it would just bareley work if I help the button down and kinda
wiggled it around. After upping my overall system voltage i was able to
ge tthe thing to work with sinple finger touch.

Areas of interst are the junction on the back of the instrament cluster,
the connections on the back of the fuse box, and the grounds sprinkeled
throughout the interior and engine bay.

Besides these things there is a voltage regulater in the Inst Cluster
that I'm not sure controls enough things to cause all of your problems.
