OT : carb help needed please

Just a simple question for the carb heads here on the list: Could a
misadjusted float cause an engine to run extremely rich, generally speaking?
I have an idea that it could, but if I'm wrong, I don't want to continue on
this diagnostic path. Thanks for any help!  (P.S. I COULD be talking about a
scirocco carb, so it's sort of on topic... even though I'm not :-)
